Pentagon Officials Praise AI Tools for Writing Congressional Reports

The US Department of Defense is leveraging generative artificial intelligence to streamline the production of hundreds of congressionally mandated reports on national security topics. Pentagon officials have publicly highlighted this approach as a significant efficiency gain, citing dramatic reductions in the time required to complete required documentation.

Pentagon Chief Technology Officer Emil Michael underscored the adoption during an address at the Hudson Institute think tank in Washington, DC, on June 12. He described using AI to process existing materials and generate congressional reports, claiming the process reduces staffing requirements from approximately 200 hours to just five hours per report. The Department of Defense has deployed Google Cloud's Gemini for Government through its GenAI.mil platform, which became available to all six military branches in December 2025.

Additional testimony to the effectiveness of this approach came from Jacob Glassman, deputy assistant secretary of defense for science and technology foundations, speaking at the Box Federal Summit in Washington, DC, on April 23. Glassman recounted directing a resource-constrained team tasked with delivering a congressionally mandated report to use the GenAI.mil platform. According to Glassman's account, the team returned a week later with an AI-generated report that staff members described as superior to reports produced over the previous five years. Glassman did not publicly identify the specific report in question.
