India has increased windfall export taxes on diesel and aviation turbine fuel (ATF) effective July 16, responding to rising global crude oil prices driven by escalating US-Iran tensions. The diesel export tax rose from ₹8.5 to ₹15.5 per litre, while ATF tax increased from ₹7.5 to ₹14.5 per litre. Conversely, petrol export duty was reduced from ₹4 to ₹2.5 per litre.
The policy shift addresses supply concerns in the Middle East. The US has reimposed a naval blockade on Iran, raising apprehension about oil flows through the Strait of Hormuz, which historically transported approximately 20% of global oil before the conflict. Brent crude was trading at $85.25 per barrel on the announcement date, up 0.35%.
The government employs windfall taxes to prioritize domestic fuel availability and prevent refineries from diverting supplies to higher-margin export markets. Economic analysts note the measure aims to stabilize petrol, diesel, and jet fuel prices within India. The policy will not directly affect retail fuel prices for consumers, as windfall taxes target producers and exporters rather than end users.
Refiners face additional pressure from reduced Russian exports and supply disruptions. In June, the government had temporarily restricted industrial and commercial customers from purchasing petrol and diesel at retail pumps to prevent hoarding and maintain retail supply. Those restrictions were lifted July 1. The government reviews windfall tax rates every 15 days in response to global market volatility.
