Russian ballistic missiles strike Kyiv as cross-border attacks continue on both sides

Russia launched a barrage of ballistic missiles against Kyiv early on June 28, with explosions reported just before 2 a.m. local time and again around 2:35 a.m. as a second wave struck the capital. The attack wounded at least two people in the Darnytskyi district and sparked multiple fires, including one covering 300 square meters at a garage and vehicle storage area that was later extinguished by emergency services. Kyiv Mayor Vitali Klitschko urged residents to shelter as air defense forces engaged the incoming missiles, with photos and videos appearing to show several successful interceptions. Tymur Tkachenko, head of the Kyiv City Military Administration, confirmed the casualties and reported fires near residential buildings, a service station, and other structures.

The attack came amid an escalating cycle of cross-border strikes. On Saturday, Russian strikes killed two civilians in Dnipropetrovsk and the Sumy region, while Ukrainian forces conducted drone and conventional attacks on multiple Russian targets. In the Bryansk region near the border, a Ukrainian drone strike killed two people in their car. A major Ukrainian drone assault on the Krasnodar region in southern Russia killed one person, wounded another, and ignited a fire at an oil refinery, with falling debris damaging several houses. Russia's defense ministry reported that 124 Ukrainian drones were downed over Russian territory between 8 a.m. and 8 p.m. on Saturday. Near Nikopol in southeastern Ukraine, Russian drone strikes and artillery fire killed one person and injured another.

The repeated ballistic missile attacks on Kyiv reflect a broader Russian strategy shift. As Russian ground forces have stalled on the front line, Moscow has increasingly relied on ballistic missiles to inflict maximum damage through large-scale aerial strikes on Ukrainian cities. Ukraine has responded with its own unprecedented long-range drone operations, including the largest drone attack on Moscow during the full-scale war on June 18. However, Ukraine's ability to defend its cities remains constrained by a dwindling supply of Patriot interceptor ammunition—the only weapon system to have proven effective against ballistic threats. The June 28 attack follows a previous limited missile strike on Kyiv on June 25 that injured two people, and a massive combined attack on June 15 that killed five and damaged the historic Kyiv Pechersk Lavra monastery.
