FBI Director Kash Patel is scheduled to visit Russia on October 14–15, according to reporting by Politico citing U.S. officials familiar with his travel plans. The visit, which would include stops in Moscow and St. Petersburg, is expected to be hosted by the FSB, Russia's security service. Such a trip would be highly unusual for an FBI director; Robert Mueller was the last known FBI chief to visit Russia, in 2013.
The planned visit has drawn a pointed response from Moskovsky Komsomolets, a Kremlin-aligned Russian newspaper. In a lengthy piece examining Patel's expected trip, the paper cautioned that he should "come bearing gifts" if seeking favors from Moscow. Vladimir Vasiliev, a political analyst affiliated with the Russian Academy of Sciences' Arbatov Institute for U.S. and Canadian Studies and closely aligned with the Kremlin, was quoted suggesting that Russia possesses information on the Democrats that could be exchanged. Vasiliev works with the Russian International Affairs Council, which is chaired by Russian Foreign Minister Sergei Lavrov.
"It's assumed that Russia has some kind of dirt on the Democrats, and we could provide it, in one form or another, to the American side," Vasiliev told the newspaper. He further indicated that Moscow would expect reciprocal value: "At the same time, the Americans might also have something to share, seeing as the Russian side could ask, 'What do we get in return?' or inquire, 'What do you have to say about this or that issue?'" Vasiliev also suggested Patel might position himself as a mediator or liaison between the Trump administration and Russia.
Patel recently discussed FBI cooperation with Russian and Chinese counterparts in an interview with Reuters, stating that the bureau exchanges specialized and intelligence information with these countries' law enforcement agencies to combat cross-border crime. The FBI director has a documented history of involvement in Russia-related controversies, including efforts during Trump's first term to cast doubt on investigations into potential coordination between the Trump campaign and Russia in the 2016 election.
The Kremlin has been noncommittal about the visit. When asked by reporters in late July, Kremlin spokesman Dmitry Peskov stated he had no information about Patel's planned trip. The exact nature of Patel's agenda and whether he will meet with Vladimir Putin or senior Russian officials remains unclear. Vasiliev acknowledged the uncertainty, noting that "two months is a long time, with a lot of things possible."
