The Chiba Prefecture Education Board has announced a comprehensive revision to its teacher disciplinary guidelines in response to repeated cases of sexual misconduct involving students. Effective July 1, 2026, the board has expanded the scope of disciplinary action to include teachers who knowingly fail to report or take appropriate measures regarding sexual misconduct against students, whether it occurs on or off school premises. Such teachers will face penalties ranging from salary reduction to formal reprimand.
Previously, the board's guidelines limited disciplinary action to the perpetrator of misconduct, who would be dismissed, and supervisory figures such school principals. The new framework recognizes the broader institutional responsibility by targeting any teacher who becomes aware of misconduct but fails to report it to management or take other appropriate action.
The revision addresses one of the key risk factors identified by an expert panel: unsupervised social media communication between teachers and students. Effective immediately, all social media interaction between teachers and students is now prohibited unless it is operationally necessary and explicitly approved by school management. This measure aims to eliminate a known pathway through which misconduct can develop and potentially go undetected.
