On August 4, 2026, a Russian first-person-view (FPV) drone attacked 52-year-old Yuriy, a vegetable vendor, at a farmers' market in the Tavriiskyi district of Kherson, southern Ukraine. Video footage shows the drone pursuing the man as he ran around his white van, attempting to evade the aircraft. The drone descended and detonated beside the vehicle, leaving Yuriy with shrapnel wounds to his back and legs, blast trauma, and a concussion. He survived and was treated in hospital.
Ukrainian authorities and officials labeled the attack a war crime and part of a documented pattern of drone strikes targeting civilians in the Kherson region. Ukrainian President Volodymyr Zelensky shared the video on social media, stating it demonstrated Russia's "drone safari" campaign against civilians. Foreign Minister Andrii Sybiha called it a "barbaric war crime" and described the drone operator as knowingly targeting a civilian. Ukrainian Ombudsman Dmytro Lubinets said the video shows "Russia's real tactic: pursuing and killing innocent people." Ukraine's Prosecutor General's Office stated that 5,303 criminal cases have been opened into drone attacks on civilian targets in the Kherson region, with reported deaths of 287 civilians and 2,549 others wounded, including 41 children.
Yuriy recounted from his hospital bed that he and his wife had begun setting up their vegetable stall when he heard the distinctive buzzing sound of the drone. When his wife fled, the drone turned toward him. He held up garlic and other vegetables to demonstrate he was a civilian, but the drone descended rapidly. He noted that the drone even ducked under his umbrella as he ran. This was Yuriy's second encounter with a drone attack; he said he had previously evaded one while traveling to his mother-in-law's house and had repaired his van from that incident.
A 2025 UN report documented that Russian armed forces "recurrently killed and injured civilians" in the Kherson area using drones to target them. UN Human Rights monitors reported in July 2026 that civilian deaths in Ukraine reached 1,396 in the first six months of the year—a 37 percent increase from 2025—driven partly by intensifying long-range missile and drone strikes on urban centers by Russia. The UN also noted that posting videos of civilians being killed and injured constitutes the war crime of outrages upon personal dignity.
Kherson, located only miles from the front line and partially occupied by Russian forces, remains under constant attack due to its proximity to occupied territory and limited Ukrainian air defenses. Authorities report that Russian drones have been used against civilians, vehicles, public transport, and emergency workers in Kherson almost daily. On Sunday alone, police reported 18 civilians injured and two killed in the Kherson region.
Russia has repeatedly denied intentionally targeting civilians. The Kremlin has also accused Ukraine of causing civilian casualties with drones and long-range missiles; on Monday, Russian officials blamed Ukraine for debris from a downed drone that fell on a beach in Gelendzhik, a Black Sea resort, resulting in reported deaths.
