Peru and Mexico Restore Diplomatic Relations After Asylum Dispute
Peru and Mexico have restored diplomatic relations on August 7, 2026, after a nine-month rupture caused by Mexico's grant of asylum to former Peruvian Prime Minister Betssy Chávez in November 2025. Chávez was permitted to depart for Mexico under safe conduct, while Peru retained the right to seek her extradition for her 11-year prison sentence related to a 2022 coup attempt.
Quick Facts
- Peru and Mexico agreed to restore diplomatic relations
- Betssy Chávez granted safe-conduct pass to leave Peru
- Chávez departed Peru for Mexico
- Joint statement issued reaffirming international law principles
- Peru reserved right to seek extradition of Chávez

Peru and Mexico announced on August 7, 2026, that they have agreed to restore diplomatic relations, ending a nine-month rupture that began in November 2025. The two countries issued a joint statement citing their "historic ties of brotherhood, friendship and cooperation" and reaffirming their commitment to international law and the principles of the United Nations Charter.
The diplomatic breakdown originated in December 2022 following the detention of former Peruvian President Pedro Castillo, who attempted to dissolve Congress. Tensions escalated in November 2025 when the Mexican Embassy in Peru granted diplomatic asylum to former Prime Minister Betssy Chávez, who faced charges of conspiracy for her alleged role in Castillo's 2022 coup attempt. Peru regarded this action as an "unfriendly act" and severed diplomatic ties.
On August 7, Peru granted Chávez a safe-conduct pass, allowing her to depart for Mexico aboard a Mexican aircraft. Peruvian Foreign Minister Carlos Espá confirmed that Chávez had left Peru in good health. The Peruvian government formally notified Mexican authorities that Chávez had been convicted as a co-perpetrator under the charge of conspiracy to commit rebellion and faces a prison sentence of 11 years and 5 months. However, Peru explicitly reserved its right to seek her eventual extradition under applicable bilateral treaties, in accordance with the 1954 Caracas Convention on Diplomatic Asylum.
The restoration of relations coincides with the recent inauguration of Peru's new president, Keiko Fujimori. Mexican President Claudia Sheinbaum welcomed Chávez to Mexico and reiterated her government's support for ousted President Castillo. Peruvian Foreign Minister Espá stated that the resumption marks a return to normalcy in diplomatic operations, with ambassadors to be designated and cooperation mechanisms to be reactivated. High-level dialogue between the presidents has not yet occurred; communications have remained at the foreign ministry level.
Why This Matters
The restoration ends a nine-month diplomatic suspension that disrupted bilateral cooperation between two major Andean economies and regional partners. Peru's reservation of extradition rights over Chávez—convicted in absentia for conspiracy related to the 2022 coup attempt—creates ongoing legal and diplomatic uncertainty; Mexico's harboring of the fugitive reflects divergent stances on asylum doctrine and regional political events. Both countries' foreign ministries will reactivate cooperation mechanisms, ambassadorial assignments, and trade/defense protocols, though presidential-level dialogue has not yet resumed. The timing coincides with Peru's new administration under Keiko Fujimori, signaling a potential shift in bilateral engagement.
