India's central government approved a 3% increase in Dearness Allowance (DA) and Dearness Relief (DR) for its employees and pensioners, effective July 1, 2026. Union Minister Aswini Vaishnaw announced the decision following a cabinet meeting led by Prime Minister Narendra Modi on October 28, 2026. The hike will benefit approximately 48.54 lakh central government employees and 68.71 lakh pensioners.
Under the new rates, DA and DR will rise from 60% to 63% of base salary and pension respectively. The increase is retroactively applied from July 1, meaning employees and pensioners will receive arrears covering July, August, and September 2026 in their next payment. The government estimates the total annual fiscal impact at ₹10,016 crore. Union Minister Vaishnaw characterised the announcement as a Diwali bonus for the workforce, timed ahead of the festival celebrations.
This represents the second DA adjustment in 2026, following a 2% increase announced in April 2026 (effective January 1, 2026). The combined 5% increase across the year reflects adjustments tied to inflation indices tracked under the Seventh Central Pay Commission framework. Employees with a ₹30,000 basic salary will gain approximately ₹900 monthly from this increase alone, while those earning ₹40,000 will receive about ₹1,200 additional per month.
Why This Matters
India's central workforce of 48.54 lakh employees and 68.71 lakh pensioners will receive 3% higher allowances from July 1, 2026, raising DA/DR from 60% to 63% of base pay. Arrears covering July–September 2026 will be disbursed in the next payroll cycle. The annual fiscal outlay is ₹10,016 crore. This is the second DA adjustment in 2026 (following 2% in January), reflecting inflation indexing under the Seventh Central Pay Commission framework. Measurable impact: employees earning ₹30,000 baseline will gain ~₹900/month; those at ₹40,000 will gain ~₹1,200/month.
