Russia and the Association of Southeast Asian Nations (ASEAN) have adopted a comprehensive joint declaration on cultural cooperation at a summit in Kazan, committing to significant expansion of collaboration across cultural and creative sectors. The partnership will focus on workforce development in the cultural sector, including educational programs and support for startups aimed at creating creative ecosystems. Particular emphasis has been placed on assisting self-employed individuals and small and medium-sized cultural enterprises. Both parties agreed to explore digital technologies for content creation and promotion while developing creative infrastructure in line with the ASEAN Framework on Sustainable Development of the Creative Economy.
Cooperation will extend across multiple cultural domains including architecture and historic urban development, design, fashion, visual and performing arts, music, cinema and animation, video games, broadcasting, and advertising. The agreement is grounded in the Comprehensive Plan of Action to Implement the Strategic Partnership between Russia and ASEAN for 2026–2030.
