Belarus has unveiled a comprehensive robotization initiative aimed at boosting the country's competitiveness and technological self-sufficiency through 2030. Minister of Economics Yuri Chebotary announced that the president has signed a decree on stimulating robotization, establishing three primary pillars of support.
The first pillar targets robot users in the real sector of the economy, offering tax incentives including an enhanced investment deduction, accelerated depreciation with a 1.5 coefficient to reduce tax burden, and full VAT deduction. The second pillar supports domestic robot manufacturing by allowing VAT-exempt imports of components for robot production, enabling companies to develop assembly and production capabilities before moving toward localization. The third pillar provides government support for robotization engineering through consulting services and robot deployment to industrial enterprises.
All sectoral ministries have approved development programs extending to 2030 that include specific robotization targets for various industries and leading enterprises. Chebotary emphasized that these coordinated targets provide visibility into where robots will be installed in the medium term, thereby enhancing competitiveness and labor productivity. The minister stressed that institutional conditions were necessary to advance the robotization process through state stimulus, responding to requests from Belarus's real sector.
Why This Matters
This decree signals Belarus's strategic pivot toward technological self-sufficiency and industrial modernization. For foreign investors and equipment suppliers, it creates concrete tax-driven demand for robotics; for domestic manufacturers, it establishes VAT exemptions and state-backed engineering support that reduce barriers to localization. The coordinated sectoral targets through 2030 provide visibility into medium-term automation spending, enabling stakeholders to align resources and positioning in a market historically dependent on regional industrial cooperation.
