East Suffolk and North Essex NHS Foundation Trust has apologised after 10 staff members were removed from duty or suspended for unauthorised access to the medical records of three-year-old Noah Woods. The breach occurred following the high-profile disappearance and death of the child, who went missing from a playground in Brantham, Suffolk on 15 September and was found dead in nearby water by police divers on 16 September.
Dr Martin Mansfield, deputy chief medical officer at the trust, stated that unauthorised access to patient data was "completely unacceptable" and said the trust had apologised "unreservedly" to Noah's family "for the extra anguish this breach of trust has caused them at an already devastating time." The trust launched an urgent internal investigation after becoming aware that Noah's records may have been viewed inappropriately, with an information governance audit initiated on the evening of 16 September when his death was confirmed.
Immediate steps were taken to secure the records and prevent further unauthorised access, and the trust reported the matter to the Information Commissioner's Office. The trust stated that disciplinary action would be taken where needed. A spokesperson noted that the breaches were discovered through a "proactive" search because of the case's high-profile nature, and the trust took steps to make the records inaccessible to prevent further violations.
Sir Jim Mackey, chief executive of NHS England, stated on Friday that NHS staff would be suspended immediately if found accessing patients' records without authorisation, saying "We have seen too many cases of people abusing that trust, and enough is enough." The trust indicated it is investigating possible violations on other systems where Noah had previously been treated.
Noah's family described him as a "happy, cheeky, playful" three-year-old boy who loved to laugh. An inquest opened and was adjourned on Friday, with Assistant Coroner Jyoti Gill describing the situation as "very sad and tragic." The inquest heard that Noah had left the play area through a gap in the fence. More than 1,300 members of the public participated in a 24-hour search for the child before his body was discovered.
