China has issued a comprehensive action plan aimed at enhancing coordinated development among large, medium, and small enterprises in the platform economy by 2028. The plan, released jointly by the Ministry of Industry and Information Technology and six other Chinese departments on June 18, seeks to create replicable collaborative innovation models, cultivate top-tier manufacturing companies, and improve the openness and sharing of technologies, data, and computing power across the sector.
The action plan includes three platform openness lists and calls for the selection of over 100 pilot projects focused on opening platform resource scenarios. It also targets the creation of at least 10 service platforms and 60 actionable intelligent service application scenarios. According to Yu Xiaohui, president of the China Academy of Information and Communications Technology, the plan marks an important milestone in promoting the accelerated, high-quality development of the platform economy during the first year of China's 15th Five-Year Plan period (2026-2030).
The initiative addresses growing challenges within China's platform economy, including insufficient industry collaboration, uneven enterprise development, and inefficiencies in resource allocation. Experts emphasize that the platform economy fundamentally relies on symbiosis between large platform companies, which control traffic entry points and possess abundant technological resources, and smaller enterprises that serve as active innovators and service providers. This relationship, while mutually dependent, remains fragile and requires institutional reinforcement.
Li Qiangzhi, deputy director of the China Academy of Information and Communications Technology's Policy and Economy Institute, noted that the core purpose of the action plan is to deepen and solidify this symbiotic relationship. Only through establishing a healthy pattern of collaborative coexistence between large platforms and smaller peers can the platform economy achieve higher quality and sustainable development. The plan aims to foster a positive cycle of value co-creation and mutual benefit, enabling large enterprises to gain ecological vitality through capability openness while allowing SMEs to unleash innovative potential through resource flow.
