She argued that consumers of these luxury items would barely notice the price increase.
Matviyenko framed the proposal as part of a broader audit of tax exemptions across sectors, describing the current seafood subsidy as an outdated, ineffective privilege that was once lobbied into place. She characterized 6 billion rubles as a modest but meaningful sum: "A hen pecks grain by grain," she said.
However, industry experts have disputed the revenue estimate. Evgeny Chudnovsky, head of the "Live Seafood" division at Sputnik, a wholesale fish and seafood importer, questioned whether the figure is realistic, noting that the entire market for oysters and imported lobsters is valued at only several billion rubles. "I don't understand where this 6 billion ruble figure comes from," Chudnovsky said, suggesting the total addressable market is much smaller than Matviyenko assumes.
Restauration sector representatives also challenged the claim that consumers would not notice the impact. Kirill Martynenko, managing partner of the Boston Seafood & Bar restaurant chain, stated that while a doubling of the VAT rate may not directly double menu prices, consumers could see price increases of 10–15% and some diners may reduce purchases or switch to alternative products. He acknowledged that seafood delicacies represent a small, niche market in Russia, with limited restaurant adoption.
The proposal echoes a similar initiative raised by Vyacheslav Volodin, speaker of the lower house (Duma), approximately one year earlier, when he similarly proposed eliminating VAT exemptions for oysters. The latest proposal extends the concept to additional luxury seafood items.
