Starlink Speed Limits Lifted in Ukraine After 10-Day Restriction
SpaceX lifted speed restrictions on Starlink and Starshield services in Ukraine after a 10-day throttling period. Elon Musk cited violations of service terms for military drone strikes, while Ukrainian officials disputed the characterization and stressed the systems' importance for defense operations.
Quick Facts
- Starlink and Starshield speed restrictions imposed
- Speed restrictions lifted and full speeds restored
- Ukrainian military drones lost connectivity at high speeds
- Trump requested service restoration from Musk
- Musk stated terms-of-service violations occurred

Ukrainian President Volodymyr Zelensky confirmed on October 24 that Starlink and Starshield services have resumed full-speed operations in Ukraine, with restoration beginning overnight. The announcement ended a 10-day period of speed restrictions that had degraded military drone operations.
SpaceX founder Elon Musk stated that the speed limits were imposed because Ukrainian forces violated Starlink's terms of service by using the civilian satellite internet system for offensive drone strikes. "Ukraine military violated Starlink terms of service and used it for offensive drone strikes to kill people. That loophole was closed last week," Musk posted on X. He characterized Starlink as a civilian commercial service where such military use was not permitted. Regarding Starshield, the military-grade variant, Musk noted that the U.S. government manages it and decides its operational parameters.
The restrictions had caused Ukrainian military drones to lose internet connectivity when flying at speeds around 100 miles per hour, resulting in loss of control of some unmanned systems and forcing others to fly more slowly, making them more vulnerable. Defense Minister Evgeniy Khmara confirmed that Starshield appeared to be working normally again, though the military had not received official explanation for the restrictions and was still conducting tests.
President Donald Trump reportedly called Musk on October 23 asking him to restore Starshield service. Trump and U.S. Secretary of State Marco Rubio both denied that the U.S. government had ordered the restrictions, suggesting instead that the administration had requested restoration. However, reports indicated Musk ordered the throttling, with some sources claiming he had discussed it with the Trump administration first.
Ukrainian officials disputed Musk's characterization. Presidential advisor Serhii Beskrestnov and Defense Ministry advisor Sergey Sternenko argued that civilian Starlink cannot be used for drone coordination without Starshield registration, and noted that Starlink does not operate in Russian territory, limiting its use for offensive strikes. They emphasized Starlink's critical role for frontline logistics and air defense against Russian Shahed drones.
Why This Matters
Starlink and Starshield service interruptions directly affected Ukrainian military drone operations over a 10-day period, with drones losing connectivity at speeds around 100 mph and some becoming unable to operate. The restoration decision demonstrates the operational dependence of Ukraine's defense infrastructure on SpaceX satellite services and raises questions about private technology providers' control over military communications. The disputed characterization of why restrictions were imposed—and whether U.S. government involvement occurred—affects future coordination between defense systems, technology companies, and government authorities.
