President Santiago Peña resigned on November 5, 2026, following the collapse of Ueno Bank, a major digital banking institution that left approximately 2.9 to 3 million customers unable to access their funds. The Central Bank of Paraguay ordered the bank's liquidation after determining its solvency index had fallen to 5.56 percent, less than half the regulatory minimum of 12 percent. The closure triggered immediate suspension of all banking services, including ATM and online access, leaving depositors stranded and prompting protests at branch locations.
The impeachment process began on November 5 as opposition deputies and the ruling Colorado Party—Peña's own party—announced joint support for proceedings against the president. Opposition deputies initially filed the impeachment request, citing allegations of conflict of interest, manipulation of regulations, and diversion of public funds designated for pensions and social benefits. With both opposition and government lawmakers backing the motion, approval appeared likely, though a two-thirds majority of deputies present was constitutionally required to advance the process.
Peña's financial ties to the bank fueled the accusations. He maintained a shareholding in Grupo Vázquez, which controlled Ueno Bank, until March 2025—well into his presidency, which began in March 2023. The bank's financial deterioration stemmed from improper lending practices, including loans to companies affiliated with the bank's owners and deficiencies in credit-risk evaluation. The Central Bank had allegedly concealed the institution's problems, according to opposition claims.
The crisis extended beyond Peña. Carlos Carvallo, the Central Bank president appointed by Peña, resigned on November 4. Eight bank executives, including Ueno CEO Miguel Vázquez, were arrested, and the Public Ministry filed formal charges against 27 individuals connected to the case. The bank had managed approximately US$850 million in public funds, including social security contributions and pension payments, with deposit protections limited to around US$38,000 per customer.
Vice President Pedro Alliana, a 52-year-old Colorado Party member, would assume the presidency if the impeachment motion succeeded. Alliana has served as a deputy, former governor of Ñeembucú department, and party leader. He has focused on foreign relations in recent months, including diplomatic engagements with Israel and responses to regional historical disputes.
The collapse represents a significant blow to Paraguay's emerging-market credentials. Despite rapid economic growth and investment-grade status in recent years, the crisis highlighted concerns about corruption and political influence over judicial and business operations. The Colorado Party has governed Paraguay for nearly 70 years, with limited interruption during the 2008–2012 presidency of Fernando Lugo, who was impeached before completing his term.
Why This Matters
The collapse of Ueno Bank—holding approximately US$850 million in public funds including social security and pension payments—has frozen access for 2.9 to 3 million depositors, with deposit protection limited to ~US$38,000 per customer. The Central Bank's solvency determination (5.56% vs. 12% minimum) triggered liquidation and exposed deficiencies in credit-risk oversight and allegedly concealed problems. President Peña's resignation and the initiation of impeachment proceedings, backed by both opposition and his own party, remove the head of state amid allegations of financial conflict of interest, regulatory manipulation, and diversion of social funds. Vice President Alliana's assumption of the presidency will alter Paraguay's governance during a banking crisis that threatens the country's emerging-market credibility and exposes concerns about corruption and political influence over regulatory institutions.
