Three Years After October 7, Gaza Remains in Limbo Between War and Peace
Three years after October 7, 2023, Gaza remains suspended between war and ceasefire with no lasting peace. Despite an October 2025 ceasefire agreement, Israeli forces control two-thirds of the Strip, strikes continue, and reconstruction has barely begun. Palestinians across the political spectrum fear large-scale displacement, while the underlying Israeli-Palestinian political crisis remains unresolved.
Quick Facts
- October 7, 2023 Hamas-led attacks on Israel
- Israeli military operations in Gaza, West Bank, Lebanon, Syria, and Iran
- October 2025 ceasefire agreement between Israel and Hamas
- Continued Israeli strikes after ceasefire
- Large-scale displacement of Palestinian population

Three years after the October 7, 2023 Hamas attacks on Israel, Gaza remains suspended between active conflict and declared ceasefire, with no clear path to lasting peace or reconstruction. Israeli forces control approximately two-thirds of the Gaza Strip, and strikes have continued even after a ceasefire agreement announced in October 2025. According to Gaza health authorities, over 1,400 people have been killed in Israeli strikes since the ceasefire agreement, bringing the total death toll since October 7, 2023 to more than 74,000. Approximately 90 percent of Gaza's infrastructure has been damaged or destroyed, leaving homes, schools, hospitals, roads, and water networks in ruins.
The humanitarian situation remains dire. Much of Gaza's population remains displaced, with many living in tents and makeshift shelters. Access to food, clean water, and medical treatment is severely restricted, and reconstruction efforts have barely begun. Palestinians across the political spectrum—including officials from Hamas and the Palestinian Authority—share a common fear that has become a defining feature of post-war Gaza: the threat of large-scale displacement from the territory. According to reporting from Gaza, Palestinians believe they currently lack the military or political means to prevent such a scenario if it were to unfold.
The ceasefire has not produced genuine peace. Israel maintains that its security concerns remain unaddressed and has expanded military operations beyond Gaza into the West Bank, Lebanon, Syria, and Iran. Political hardliners within Israel have grown more prominent, narrowing the domestic will for long-term political settlement. The Israeli-Palestinian peace process, which has long relied on U.S.-mediated dialogue, faces structural obstacles: insufficient international oversight, deep divisions among Israeli and Palestinian political factions, and competing definitions of security and resolution.
The United States, despite its role in brokering the October 2025 ceasefire agreement, has not compelled Israeli withdrawal from Gaza. Analysts point to a structural constraint within the U.S.-Israel alliance: while Washington possesses significant leverage through military and diplomatic support, the very instruments of that leverage limit its ability to enforce compliance. The result is a ceasefire that halts large-scale combat but leaves the underlying political crisis unresolved. For Palestinians still in Gaza—many of them children born into or raised during the conflict—daily survival remains focused on securing water, food, and shelter, with limited prospect of return to pre-war life.
Why This Matters
Three years after the October 7, 2023 attacks, Gaza faces sustained infrastructure collapse, continued military operations despite a declared ceasefire, and mounting humanitarian constraints on food, water, and medical access. An estimated 74,000+ deaths, 90 percent infrastructure damage, and Israeli military presence across two-thirds of the territory block reconstruction and create conditions for potential involuntary displacement. No agreed framework for Israeli withdrawal, Palestinian political governance, or long-term settlement exists; U.S.-mediated ceasefire mechanisms lack enforcement capacity, leaving affected populations in prolonged suspension between conflict and peace with measurable daily survival constraints.
