Kremlin says EU has made no negotiation proposals; warns of potential strikes on Kiev defense sites

Kremlin Spokesman Dmitry Peskov stated that European Union countries have not approached Russia with any proposals for negotiations, despite the EU's stated search for diplomatic intermediaries. Speaking to reporters in Astana on May 28, Peskov emphasized that while the EU is looking for negotiators, it has put forward no concrete initiatives for talks.

Regarding military operations, Peskov indicated that Russia has warned foreign embassies in Kiev that their personnel should consider leaving the city due to planned strikes on defense industry facilities. He noted that Moscow has shared this information with diplomatic missions, leaving it to each embassy to decide on their next steps. Peskov stated that the timing of any such strikes depends on how the situation unfolds and that not all parties are treating Russia's warning with appropriate seriousness.

Peskov justified Russia's warning of systematic strikes on military targets in Kiev by emphasizing humanitarian considerations. He stated that "humanity is an essential feature of our foreign and domestic policy" and described it as the main principle guiding Russian actions. Despite the military threat, Peskov reiterated that Russia prioritizes achieving its goals through peaceful and diplomatic means, saying Moscow generally prefers to settle matters without military action.
