Putin Claims NATO Countries Openly Preparing for War with Russia

Russian President Vladimir Putin said on June 23 that Western NATO countries are openly discussing preparations for war with Russia and increasing their military budgets. Speaking at a meeting with graduates of military universities in Moscow, Putin stated that Russia is ready to respond promptly and adequately to these threats, while emphasizing that the international security situation remains unstable.

Putin accused NATO countries of creating false narratives about alleged Russian threats to justify their own military spending increases and aggressive policies. He contrasted NATO's current stance with previous approaches, noting that Western nations previously limited themselves to supporting the Ukrainian government but now openly discuss war preparations. Putin also criticized what he described as "pseudo-democratic" patterns in Western decision-making, claiming the West first creates threats to Russia, forcing defensive measures, then accuses Russia of aggression to justify further actions against Moscow.

Regarding the ongoing conflict in Ukraine, Putin claimed the Russian military is making progress on multiple fronts, including what he described as the "practical capture" of Konstantinovka in the Donetsk People's Republic. He also questioned Ukraine's commitment to negotiations, citing recent attacks on the city of Starobelsk following Ukrainian statements about willingness to meet for peace talks. Putin stated that Ukrainian drone attacks on Russian civilian infrastructure aim to destabilize Russian society.

On military modernization, Putin noted that Russia is consistently upgrading its nuclear triad, ground forces, and aerospace capabilities. He highlighted that more than a thousand weapons systems have been tested in combat conditions since the start of what Russia calls its "special military operation" in Ukraine. Putin reiterated Russia's stated commitment to equal and indivisible security for all countries through a multipolar international system.
