Bosnia holds elections with biometric voting as pro-Russian Dodik influences campaign
Bosnia and Herzegovina held general elections on October 4 with 3.4 million voters using biometric identification for the first time. Pro-Russian politician Milorad Dodik, though banned from the ballot, dominated the campaign amid persistent ethnic tensions and concerns about political instability.
Quick Facts
- General elections held
- Biometric voter identification introduced for first time
- Ballot scanners deployed
- Digital voting system implemented
- Voting delays at multiple polling places due to technical issues

Bosnia and Herzegovina held general elections on October 4, 2026, with approximately 3.4 million registered voters participating. Voters elected three members of the country's multi-ethnic presidency, 42 members of the House of Representatives of the Parliamentary Assembly, and leaders of institutions within the country's two entities: the Muslim-majority Federation of Bosnia and Herzegovina and the Serb-dominated Republika Srpska.
For the first time, the election introduced biometric voter identification and ballot scanners to strengthen election integrity, speed up vote counting, and reduce irregularities from earlier elections. However, voting began with delays at multiple polling places due to technical difficulties with the new digital voting system. A total of 75 political parties, 29 coalitions, and four independent candidates competed for 518 positions across various levels of government.
The election took place within Bosnia's complex governing structure, established by the 1995 U.S.-brokered Dayton Peace Agreement to manage ethnic divisions among Muslim Bosniaks, Orthodox Serbs, and Catholic Croats. The presidency operates by consensus, with each of the three ethnic representatives holding veto power, and the chairmanship rotating every eight months.
Despite being banned from public office and absent from the ballot for the first time in nearly 30 years, pro-Russian politician Milorad Dodik significantly influenced the campaign. The former president of Republika Srpska was convicted of defying the international envoy overseeing the peace agreement. Dodik, who recently met with Russian President Vladimir Putin in Moscow, leads the Alliance of Independent Social Democrats, expected to win in Republika Srpska. At a campaign rally attended by Russia's ambassador, he declared Bosnia "dead" and "an impossible country." Analysts noted that the ban on Dodik holding office appears ineffective, as he remains prominent in media and political discourse.
The election occurred amid persistent ethnic tensions and concerns about renewed instability. Western countries worry that separatist rhetoric from Bosnian Serb leaders could destabilize the region. Many voters expressed frustration with politicians using nationalism to deflect from economic problems, low living standards, and youth emigration. Bosnia remains one of Europe's poorest countries and continues to pursue European Union membership, though progress has stalled despite EU reform efforts.
Why This Matters
Bosnia's introduction of biometric voting affects election administration across southeast Europe as a technical pilot; the concurrent dominance of Dodik's political movement despite his ballot ban demonstrates the limits of institutional restrictions in shaping electoral outcomes. The election's outcome will influence EU accession negotiations, foreign investment confidence in the region, and the balance of power in a country structured around three-way ethnic veto mechanisms—any shift in Bosniak, Croat, or Serb representation directly impacts the rotating presidency's ability to reach consensus on governance.
