In response to the mounting casualties, regional emergency services (MChS) have intensified safety campaigns and implemented stricter water safety regulations beginning in autumn 2025. New rules prohibit children under 14 from being at water bodies without adult supervision, ban water sports equipment such as stand-up paddleboards without life jackets, restrict paddleboards to within 100 meters of shore, and ban SUP rental facilities in beach areas. Unauthorized swimming now carries fines of 500 to 1,000 rubles.
Authorities emphasize that these measures aim to preserve life and public health rather than restrict recreation. Officials urge families to use only authorized, equipped beaches, maintain constant supervision of children, ensure swimming skills are taught in advance, and avoid alcohol consumption near water.
