Putin Opens Russia-ASEAN Summit in Kazan, Pledges Continued Strategic Partnership

Russian President Vladimir Putin officially opened the Russia-ASEAN summit in Kazan on June 17, 2026, welcoming leaders and officials from all 11 ASEAN member states at a ceremonial reception. The summit marked the 35th anniversary of diplomatic relations between Russia and the Association of Southeast Asian Nations, which was established in 1967 and currently comprises Brunei, Cambodia, East Timor, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Vietnam.

Putin emphasized Russia's commitment to strengthening its strategic partnership with ASEAN nations, stating that the summit illustrated "the mutual desire of Russia and southeastern Asian nations to strengthen partnership and take it to a new, more advanced level." He pledged that Russia would "continue its active joint work with the ASEAN member states in order to strengthen the strategic partnership that benefits interests of ensuring the security, well-being and prosperity of our countries and peoples, as well as the Eurasian region as a whole."

The two-day summit, held June 17-18, is expected to produce several significant documents, including the Kazan Declaration and the Russia-ASEAN Comprehensive Plan of Action. Beyond the multilateral discussions, Putin is scheduled to conduct bilateral meetings with several leaders, including Malaysia's Prime Minister Anwar Ibrahim and Brunei's Sultan Hassanal Bolkiah on June 17, and with Turkish Foreign Minister Hakan Fidan later that evening.

This marks only the second time Russia has hosted a Russia-ASEAN summit, with the previous summit taking place in Sochi in 2016 to commemorate the 25th anniversary of relations. The most recent summit prior to the Kazan gathering was held in 2021 via videoconference, with the Philippines currently holding the ASEAN chair.
