Putin and ASEAN Leaders Pledge Deeper Strategic Partnership at Kazan Summit

President Vladimir Putin hosted leaders of the Association of Southeast Asian Nations in Kazan, Russia, on June 17–18, 2026, for a summit aimed at strengthening economic and political ties between Russia and the regional bloc. The two-day meeting, which marked the 35th anniversary of Russia-ASEAN relations, brought together leaders from Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, East Timor, and Vietnam. Putin emphasized that the strategic partnership serves as a stabilizing force in the Asia-Pacific region amid geopolitical turbulence, contributing to a balanced security architecture and equitable cooperation.

The summit's agenda encompassed global and regional issues, as well as future areas of collaboration spanning trade, investment, energy, agriculture, digitalization, science, technology, tourism, and humanitarian contacts. At a formal reception, Putin stressed the importance of defending sovereign equality of states and non-interference in internal affairs, noting that all countries follow their own development models without imposing views on others. Philippine President Ferdinand Marcos Jr., whose nation holds ASEAN's rotating presidency, co-chaired the summit with Putin and invited him to the ASEAN meeting scheduled for Manila in November.

During the summit, Putin held bilateral meetings with several ASEAN leaders, including Marcos, Brunei's Sultan Hassanal Bolkiah, and Malaysia's Prime Minister Anwar Ibrahim. The participants signed a declaration reaffirming their shared aspiration toward a just multipolar world guided by international law and United Nations Charter principles. They pledged to maintain top-level contacts and advance their strategic partnership, with Putin stating that Russia is ready for continued joint work to strengthen security, well-being, and prosperity across the region and Eurasia as a whole.

The summit took place against a backdrop of ASEAN's diverse geopolitical alignments, with some member states—including the Philippines—viewed as aligned with the United States, while others maintain substantial trade and security ties with China and Russia. Several ASEAN members, including the Philippines, Indonesia, Thailand, and Vietnam, have either imported Russian crude oil or expressed interest in purchasing it following global fuel price increases related to regional conflicts.
