Visa Approved to Establish Yuan Card Clearing in China

The company must complete preparations within one year before applying to begin operations, following similar approvals granted to competitors Mastercard and American Express.

China's central bank has approved Visa Information Technology (Beijing) Co. Ltd.'s application to establish a bank card clearing institution, marking a significant expansion of the U.S. payments company's presence in the Chinese market. The People's Bank of China (PBOC) announced the approval on Tuesday, October 13, 2026. The subsidiary has one year to complete preparations before applying to commence operations, after which it will be able to provide clearing services and issue yuan-denominated bank cards—capabilities currently limited to foreign currencies in China.
The approval positions Visa to compete more directly with rivals Mastercard and American Express, which have already gained operating licenses in China. American Express secured approval in 2018 and launched operations in 2020 as China's first foreign-funded bank card clearing institution. Mastercard received approval in 2020 and began operations in 2024 through a joint venture with Chinese clearing entity Liankuai.
Visa CEO Ryan McInerney stated that the approval "marks a significant step forward in Visa's long-standing commitment to China" and noted the company's more than 40 years of involvement in China's payments sector. The development reflects China's broader financial sector liberalization, a process that began in 2016 when the country opened its bank card clearing market to foreign firms. Foreign service providers operating in China are required to establish domestic technology and data infrastructure, as well as backup systems.
Official Chinese sources reported that the approval follows diplomatic engagement, including a May 2026 meeting between PBOC Governor Pan Gongsheng and Visa CEO McInerney. The authorization also comes in the context of high-level U.S.-China economic dialogue, with reports indicating that this issue has been discussed at executive and governmental levels as part of broader trade negotiations.

Why This Matters
Visa gains direct access to China's domestic card-clearing market and yuan settlement, previously restricted to foreign-currency transactions. This approval—following similar licenses to American Express (2018, operations 2020) and Mastercard (2020, operations 2024)—expands foreign payments-infrastructure competition in a market of 1.4+ billion consumers. Visa must complete technical infrastructure within 12 months before the People's Bank of China and National Financial Regulatory Administration grant final operational authorization. The move reflects China's 2016 financial-sector opening to foreign clearing providers and signals continued regulatory engagement on U.S.-China trade and financial-services access.
