On October 5, 2026, Moscow's Meshchansky District Court convicted former Sochi Mayor Alexei Kopaigorodsky of bribery, embezzlement, and money laundering, sentencing him to 15 years in a strict-regime penal colony. His wife, Yanina Kopaigorodskaya, received 9 years in a general-regime colony. Both were fined 500 million rubles each. The court also stripped Kopaigorodsky of his state medal "For Merit to the Fatherland" (II degree) and barred him from holding public office for 14 years and 6 months.
The court found that between January 2022 and March 2024, Kopaigorodsky embezzled two municipal land parcels in Sochi valued at over 26 million rubles. From March 2022 to May 2024, he received approximately 248–320 million rubles in bribes from developers and business owners, including payments from construction company founders who financed home renovations, property purchases at below-market prices, and monthly payments for favorable business conditions. The family laundered these proceeds through real estate purchases.
Yanina Kopaigorodskaya was additionally convicted of witness tampering. After her husband's detention, she threatened one witness to provide false testimony and paid another 500,000 rubles through his assistant, Alexander Pasunko, to withhold cooperation with investigators. Pasunko received a 190,000-ruble fine for his role in the bribery.
Kopaigorodsky served as Sochi's mayor from September 2019 to May 2024, having previously been a deputy governor of Krasnodar Krai overseeing internal policy. He resigned in May 2024, then traveled to the Ukraine conflict zone as a volunteer. In late September 2024, he was detained in Luhansk and transported to Moscow. The prosecution had requested 21 years for Kopaigorodsky and 16 years for his wife; both defendants denied guilt and announced plans to appeal.
In a separate civil action concluded in January 2026, the court confiscated approximately 1.6 billion rubles in family assets, including 77 real estate properties, 15 land parcels, ten vehicles, cash, watches, and jewelry across multiple Russian cities. An additional 440 million rubles and 215.2 million rubles in equivalent asset values were seized. Kopaigorodsky is the sixth former deputy governor under Krasnodar Governor Veniamin Kondratiev to receive a criminal sentence.
Why This Matters
A former regional administrator in Russia's Sochi faces 15 years imprisonment following conviction for soliciting approximately 248–320 million rubles in bribes from developers between 2022–2024, while serving as mayor. The court confiscated 1.6 billion rubles in family assets and 77 properties, setting a precedent within Krasnodar Krai where six deputy governors have now received criminal sentences under Governor Veniamin Kondratiev's tenure. The case affects public confidence in municipal governance and demonstrates enforcement of anti-corruption measures within Russian administration.
