Tether CEO Paolo Ardoino rejected findings from a U.S. Senate report published September 28, 2026, which alleged the stablecoin issuer was slow to freeze wallets linked to Iran and its proxies. The report by Democratic staff of the Senate Permanent Subcommittee on Investigations, led by Senator Richard Blumenthal, examined 846 sanctioned cryptocurrency wallets and found that 84% used USDT exclusively or almost exclusively.
Ardoino disputed the report's central claim, stating that since 2023 Tether has frozen addresses an average of four weeks before formal designation by the U.S. Treasury's Office of Foreign Assets Control (OFAC) or Israel's National Bureau for Counter Terror Financing (NBCTF). He also claimed that in 99% of cases Tether blocked wallets before analytics firm Chainalysis labeled them suspicious. Ardoino said these enforcement actions led to a 94% decline in Iran-linked stablecoin volumes, though the company did not publicly disclose the underlying data, measurement period, or methodology supporting this figure.
The Senate report documented instances where wallets remained operational after suspicious activity became apparent. In one case, investigators alleged that more than $34.6 million in USDT moved from addresses linked to Hezbollah financier Tawfiq Muhammad Sa'id Al-Law before Tether completed freezes. The report also found that until 2024 Tether did not systematically freeze wallets on official sanctions lists, and some restrictions were imposed weeks later.
Tether disclosed that approximately $550 million in USDT linked to Iranian financial networks was frozen during 2026, including over $344 million across two addresses in April and over $130 million across four wallets in July. Ardoino criticized the Senate authors for releasing the report to media before providing Tether an opportunity to review it, and stated that the company's goal is to push bad actors out of USDT through law enforcement partnerships.
The dispute highlights tensions over stablecoin regulation and sanctions enforcement. Unlike decentralized cryptocurrencies, USDT includes issuer-controlled functionality enabling token freezes, but this does not prevent funds from transferring before suspicious activity is detected. Senator Blumenthal subsequently requested investigations by the Department of Justice, SEC, and OFAC into stablecoin issuers' sanctions compliance practices.
Why This Matters
Stablecoin issuers face direct regulatory scrutiny over sanctions enforcement capabilities. The dispute centers on measurable compliance timelines, asset freeze responsiveness, and the effectiveness of issuer-controlled token freezes against financial networks designated by U.S. and Israeli authorities. Senators have requested formal investigations by the Department of Justice, SEC, and OFAC, which could trigger new compliance requirements or enforcement actions affecting USDT operations and the broader stablecoin regulatory framework.
