FIFA President Gianni Infantino announced on Friday, August 1, the abandonment of the FIFA Forward Enterprise (FFE) project, a $20 billion commercial subsidiary designed to allow private investors to acquire stakes in World Cup and other FIFA competition rights. The decision came less than four days after the proposal's public announcement on July 28, following coordinated opposition from all six continental football confederations and internal resignations from senior FIFA officials.
The FFE proposal would have created a for-profit subsidiary to manage FIFA's major competitions, with 20% equity offered to external investors led by Joshua Kushner's venture capital firm Thrive Eternal. FIFA projected the initiative could raise $4.2 billion and increase funding to member associations from $8 million to $20 million per association in the 2027–2030 cycle. However, UEFA, CONCACAF, and AFC issued statements of categorical opposition within 48 hours of the announcement, with UEFA threatening a complete boycott of FIFA tournaments. CONMEBOL, CAF, and OFC indicated they would seek clarity before deciding.
Internal dissent proved equally decisive. Carlos Cordeiro, Infantino's senior adviser and former U.S. Soccer president who represented FIFA on the White House Task Force for the World Cup, resigned on Friday with a public statement: "I cannot stand by while FIFA considers selling a stake in the World Cup." Kevin Lamour, FIFA's chief operating officer and a longtime colleague of Infantino at both FIFA and UEFA, issued a statement to The Associated Press saying FIFA staff had been deceived by Infantino's lack of transparency in planning the sale over recent months, calling it "the project of one person."
In his withdrawal statement, Infantino acknowledged that "the project has created divisions of a nature that, regardless of the level of support, are no longer in the interest of the objective set out in the first place." He reiterated FIFA's commitment to unity and pledged to rebuild consensus among stakeholders. The scope of opposition raised questions about Infantino's political standing. UEFA subsequently issued a statement saying it had lost confidence in Infantino, declaring that "no option should be off the table" and initiating a full review of his management practices. The next FIFA presidential election is scheduled for May 2027, with candidate nominations due by November 18, 2026.
Former FIFA President Sepp Blatter, who resigned in 2015 amid corruption allegations, posted on social media: "If you sell football's crown jewels to private investors, you also sell part of the game — especially its soul. Money matters, but it must never become everything." The withdrawal marked a significant reversal for Infantino, who has reshaped FIFA's commercial strategy since 2016, including expansion of the World Cup format and record revenue generation from the 2026 tournament cycle, projected at $15 billion.
Why This Matters
FIFA's withdrawal of the FFE project removes immediate uncertainty around the governance and ownership structure of the World Cup and other major football competitions. All six continental confederations—covering 211 national associations—halted privatization, preserving existing tournament revenue models and preventing immediate operational restructuring. The accelerated reversal (72 hours) and subsequent loss-of-confidence vote against Infantino raises questions about his political viability ahead of the May 2027 presidential election, potentially reshaping FIFA leadership and commercial strategy direction for the next decade.
