Russia has announced a new policy of intensified airstrikes targeting a broader range of civilian infrastructure in Ukraine, according to Ukrainian intelligence documents obtained by President Volodymyr Zelensky. The strategy, ordered by Russian President Vladimir Putin in September, aims to force civilians to abandon major cities including Kyiv, Kharkiv, Lviv, and Odesa ahead of winter. Russian targets have included schools, hospitals, energy infrastructure, telecommunications facilities, and for the first time, key bridges across the Dnipro River connecting Kyiv's eastern and western banks.
Zelensky confirmed that Ukraine will intensify attacks on Russian oil refineries in response, but stated Ukraine will not target civilian infrastructure. "With their attacks on our energy, we have to respond on their energy. First of all, oil refiners: what gives money to them for this war," Zelensky said. He emphasized that Russia has shown no willingness to enter peace negotiations or discuss a ceasefire on energy infrastructure. The escalation follows months of successful Ukrainian strikes on Russian refineries, ports, and industrial sites, which have damaged Russia's economy and triggered fuel shortages.
Recent Russian attacks have intensified in frequency and scope. On October 2, Russia launched approximately 500 drones in a single day, with roughly half being jet-powered variants that are harder to intercept. Ukrainian air defenses remain stretched, with shortages of engines for drone interceptors and about half of Ukraine's US-supplied F-16 fighter jets requiring repair abroad. Zelensky noted that the F-16s are highly effective against Russia's new jet-powered drones, which account for the majority of recent strikes on civilian areas.
The Russian Defence Ministry stated on October 4 that it would continue systematic strikes on Ukrainian military facilities, defence industry sites, and infrastructure, describing them as retaliatory responses to Ukrainian attacks on Russian territory. The Kremlin has denied deliberately targeting civilians, with spokesperson Dmitry Peskov stating that "Russia's armed forces do not strike schools or hospitals," despite documented evidence and international records showing thousands of attacks on Ukrainian healthcare and education facilities.
Meanwhile, Zelensky reported that a Ukrainian counteroffensive codenamed "Vivaldi" has recaptured approximately 140 square kilometers of territory in the Donbas region, complicating Russia's stated objective of controlling the entire region as a precondition for any peace agreement. Germany's Chancellor Friedrich Merz visited Kyiv on October 4 in a show of support, accompanying defence company CEOs and pledging continued assistance, including over 1 billion dollars in military aid and 350 million euros for grid repair and power generation equipment.
