Ukraine warns ceasefire offer may expire as fighting intensifies and China calls for de-escalation

Ukraine's UN envoy Andrii Melnyk warned that Kyiv's ceasefire proposal could be withdrawn if the UN Security Council fails to pass a resolution calling for an unconditional end to hostilities, declaring "our patience is not endless." Melnyk stated that Ukraine remains open to direct negotiations with Russia but emphasized that a ceasefire along the current front lines represents a significant concession. His warning reflects growing Ukrainian confidence following a sustained campaign of strikes on Russian infrastructure, which has damaged approximately 40% of Russia's oil refineries and disrupted fuel supplies across occupied territories and into Russia proper, with shortages now reaching as far as Siberia.

Simultaneously, China's deputy permanent representative to the UN, Sun Lei, called for all parties to exercise restraint and strictly adhere to international humanitarian law, warning that escalating military confrontation would cause "the light of peace to fade further." Sun urged de-escalation and a comprehensive peace agreement, noting that despite acknowledged gaps in positions between the United States, Russia, and Ukraine, continued dialogue offers hope. He emphasized that the crisis has reached a stage of complex underlying contradictions requiring political will and flexibility from all parties.

Intensified fighting continued on multiple fronts. Ukrainian strikes hit a missile electronics production facility in Russia's Voronezh region, killing five people and injuring dozens. Ukraine also targeted the Dubna satellite communications centre near Moscow and destroyed a drone maker's factory. Russian forces responded with sustained drone and missile attacks across Ukrainian cities, killing civilians including a 13-year-old boy in Sumy and an 11-year-old boy in Zaporizhzhia. A Russian drone strike in the Black Sea killed an Egyptian cook aboard the Turkish vessel Victress, which sustained significant damage.

The escalating Ukrainian strikes have created fuel crises across Russian territory. Crimea's Russian-appointed governor suspended civilian gasoline sales and stopped all summer camps until September for security reasons. Omsk in southwestern Siberia imposed fuel purchase restrictions following the deepening supply chain disruptions. Russia also faced aviation disruptions as Moscow's four airports temporarily closed due to Ukrainian drone attacks.

Ukraine's military campaign demonstrates a strategic shift in the conflict dynamics, with Melnyk's remarks suggesting Kyiv believes its strengthened position allows it to set conditions for negotiations. However, the warning that Ukraine may revise its ceasefire terms adds uncertainty to diplomatic efforts. The simultaneous calls for de-escalation from China and escalating military operations underscore the tension between battlefield momentum and diplomatic pressure, with civilian casualties continuing to mount on both sides.
