Russia Accuses EU of Avoiding Ukraine Negotiations, Citing Internal Discord and Support for Kyiv

Russian Deputy Foreign Minister Alexander Grushko has accused the European Union of lacking genuine interest in holding negotiations to resolve the Ukraine conflict, claiming the bloc is focused instead on pressuring Moscow and continuing its support for Kyiv. Speaking on June 23, 2026, on the sidelines of the Primakov Readings forum in Moscow, Grushko stated that internal discussions within the EU over who would represent Europe in potential talks reveal a lack of commitment to the process. He argued that the EU is unwilling to create conditions for negotiations, which would require ending military, financial, and other aid to Ukraine—a step he described as necessary to stop what he called terrorist acts and war crimes committed by the Kyiv regime.

Grushko further accused the West of using Ukraine as an "expendable resource" in a hybrid war against Russia, and criticized the EU's militarization efforts, which he said are accompanied by a large-scale propaganda campaign aimed at portraying Russia as a bogeyman. He asserted that Russia has never threatened NATO or EU countries, and that Western actions have created a generation of Europeans who view Russia as an inevitable enemy. The diplomat also warned that reckless statements by Western politicians are bringing the world "closer to a dangerous line."

European Council President Antonio Costa, speaking on June 22 after an EU-Moldova summit, acknowledged that the bloc is not currently discussing negotiations with Russia, citing Moscow's alleged unwillingness to engage in talks. Costa emphasized that the EU does not want to be a mediator but stands with Ukraine. Meanwhile, Kremlin spokesman Dmitry Peskov reiterated that Russian President Vladimir Putin has repeatedly expressed readiness for negotiations with Europe, but criticized the EU for attempting to speak to Russia from a position of strength.

Grushko also highlighted broader strategic concerns, noting that the military concepts of NATO and the EU indicate plans to gain military dominance over Russia and China. He warned that if NATO countries meet the alliance's target of 5% of GDP on defense, total military spending by member states could reach 65% of global defense expenditures within five to seven years.
