Elisa Borjas Almeida, 30, was arrested after biting a female police officer during a confrontation at Comisaría 22 in the Don Bosco neighborhood of Ciudad del Este, Paraguay. Borjas Almeida arrived at the station on Saturday evening around 20:00 to retrieve her adolescent son, who had been detained after a patrol intercepted a motorcycle he was riding with another teenager on Avenida Fortín Toledo. The motorcycle operators, ages 14 and 15, were apprehended for lack of identification and vehicle documentation.
When Borjas Almeida arrived at the police station and learned of the circumstances, she began to openly disagree with the procedure and verbally challenged the officers. The situation escalated when she physically attacked the uniformed personnel, prompting authorities to call for a female officer to intervene. During the ensuing struggle, Borjas Almeida bit the female subofficial on the left arm, causing an injury that was later documented by medical certificate from the City Hospital of Trauma in Ciudad del Este.
Prosecutor Luis Fernando Escobar ordered her detention and transfer to Comisaría 25 de Mujeres, the women's police detention facility. She faces investigation for multiple charges including resisting authorities, assaulting police personnel, endangering road safety, and violating child protection laws. The adolescents involved in the initial motorcycle incident were released to their father, René Melgarejo Cañete, while investigations continue.
Why This Matters
This incident illustrates escalating tensions between civilians and law enforcement in border regions, highlighting both parental concerns about adolescent detention procedures and the operational challenges police face during routine traffic stops. The case raises questions about de-escalation protocols, child protection procedures, and the boundaries of lawful police authority in Latin America, with potential implications for how similar incidents are handled regionally.
