Russian Missiles Kill 10 on Turkish Cargo Ship; India Summons Russian Envoy

On July 19, Russian cruise missiles struck the Golden Leo, a Turkish-owned cargo ship flying a Guinea-Bissau flag, as it departed the port of Odesa with grain cargo. The vessel was hit by three Kh-59/Kh-69 cruise missiles, causing a fire. The attack killed 10 people: nine crew members and one Ukrainian maritime pilot. Eight crew members were rescued and hospitalized in Odesa. The ship carried 17 crew members, including citizens of India and Syria.

India responded diplomatically to the attack on July 21, summoning Russia's charge d'affaires Vladimir Ladanov to express "serious concern" over the deaths of four Indian nationals. India's foreign ministry stated that attacking commercial vessels and causing civilian casualties is "unacceptable" and violates international maritime safety and freedom of navigation. The attack coincided with India's prior experience of losing sailors in strikes during regional conflicts, prompting similar formal protests.

Ukraine's government condemned the strike as an act of terrorism and a threat to global food security. The Odesa regional prosecutor opened a criminal investigation for war crimes. The incident reflects intensified Russian targeting of commercial shipping in the Black Sea, which has disrupted Ukraine's maritime export corridor—a crucial source of revenue worth approximately $9 billion annually. Ukraine's grain export capacity through Black Sea ports has declined by roughly one-third due to sustained attacks in July. Russia's defense ministry claimed it had targeted military cargo vessels at the port, while Ukrainian officials characterized the attack as an indiscriminate assault on civilian commerce.
