The construction of the Tochigi Western Urban Link Road, a major new bypass route spanning approximately 60 kilometers, is moving forward in Tochigi Prefecture. The project aims to directly connect the cities of Nikko and Oyama, passing through the prefecture's third-largest city, Tochigi City, which has a population of about 150,000. Tochigi City serves as a critical transportation hub within the region, linking tourist and commuter traffic between these key areas.
Currently, the area suffers from a lack of north-south arterial roads, forcing medium- and long-distance traffic to navigate through urban streets. This has led to chronic congestion in the city center, particularly along the Kura no Machi Main Street. The stretch includes three consecutive heavy traffic bottlenecks: Omachi, Mancho Koban-mae, and Wada-machi, where tourism and daily commuting traffic overlap significantly.
The Tochigi Western Urban Link Road is designed to provide a direct bypass around these congested areas, improving traffic flow and efficiency for both local residents and visitors. Recent progress includes the extension and opening of new sections of the road, bringing the ambitious long-term plan closer to completion. Authorities expect the fully developed route to significantly reduce travel times and ease the strain on the current road network.

Why This Matters
This project directly addresses a critical infrastructure gap in Tochigi Prefecture, where the lack of north-south arterials forces through traffic onto local streets. For residents, it means shorter commute times and less congestion in daily travel. For tourists visiting Nikko and other attractions, it ensures smoother access without getting stuck in city traffic. The reduction of bottlenecks along Kura no Machi Main Street will also boost local business access and quality of life.
