NASA has officially released the FY26 Services Catalog and Service Level Agreement (SLA) governing operations of the NASA Shared Services Center (NSSC). The catalog provides comprehensive details on services offered, including service descriptions, chargeback rates, units of measure, and service level indicators for each NSSC offering.
The SLA outlines the framework for service delivery across all NASA Centers and Headquarters Operations. The agreement, negotiated annually in alignment with the fiscal year, is signed by senior NASA leadership including the Associate Administrator, Chief Financial Officer, Chief Information Officer, and the Office of Inspector General. A single SLA applies uniformly across all NASA Centers, establishing shared roles, responsibilities, rates, and performance metrics.
The NSSC provides centralized services across five major functional areas: Financial Management, Procurement, Human Resources, Information Technology, and Agency Business Services. These shared services enable NASA Centers to access standardized support functions while maintaining operational efficiency across the agency.
The NSSC Bill, formerly known as the Performance and Utilization Report (PUR), has been updated to reflect organizational changes. On-Line Course Management and Training Purchases have been realigned to a dedicated section following the realignment of training funds. Additionally, Center Special Projects have been consolidated into a single Special Projects bill line item with funding sources identified for each project, improving transparency and financial tracking across the agency.
Monthly utilization reports track NSSC service consumption and billing across NASA Centers. The FY26 reporting cycle commenced in October 2025, with reports available for review and analysis by center management for budget and operational planning purposes.
