Golovkov's advancement continued in 2018 when he became head of Kozlovka village administration, before ultimately becoming head of the entire Buturlinovsk District administration. He assumed his current position in November 2025, succeeding Yuri Matuzov, who left the role to become speaker of the regional Legislative Assembly.
