Head of Buturlinovsk District Administration Celebrates 51st Birthday

Aleksandr Vasiliyevich Golovkov, head of the administration of Buturlinovsk District in Voronezh Oblast, celebrated his 51st birthday on June 17, 2026. Born in 1975 in the village of Kozlovka, Golovkov began his career in 1995 as a police officer in Talovsk District and later served as a sniper in a military unit for approximately one year during the late 1990s.

Golovkov built his political career beginning in the late 1990s. From 1999 to 2003, he worked as an assistant to a State Duma deputy while simultaneously obtaining higher education from the Russian Economic Academy named after G.V. Plekhanov, where he studied state and municipal administration. Following his graduation, he spent 15 years (2003-2018) in various administrative positions within Kozlovka village administration, serving as a senior inspector for social issues, leading specialist, and secretary, and eventually leading the Kozlovka rural settlement administration.

Golovkov's advancement continued in 2018 when he became head of Kozlovka village administration, before ultimately becoming head of the entire Buturlinovsk District administration. He assumed his current position in November 2025, succeeding Yuri Matuzov, who left the role to become speaker of the regional Legislative Assembly.
