Russia tells EU about Starobelsk attack as dispute over civilian strikes deepens

Russia says it formally briefed the European Commission on the Starobelsk attack and on a related foreign ministry warning, while the EU said it would keep supporting Ukraine and seek accountability for attacks on civilian facilities. The incident remains disputed, with Russian officials saying a May 22 drone strike killed 21 people and wounded more than 40 at a college site in Russian-controlled Luhansk.

Quick Facts
- Russia informed the European Commission about the Starobelsk attack and a foreign ministry warning
- The EU said it would continue military assistance to Ukraine
- Russia shared photos and information from a visit to Starobelsk
- The Starobelsk attack triggered another round of accusations between Russia and Western institutions
- Russia’s mission to the European Union
Russia says it has formally informed the European Commission about the attack in Starobelsk and about a subsequent warning issued by its foreign ministry. According to Russia’s mission to the European Union, acting envoy Karen Malayan briefed the EU side at a diplomatic meeting in Brussels and shared material about the strike on an academic building and dormitory at the Lugansk State Pedagogical University’s college in Russian-controlled Luhansk.
The Russian mission said the information included photographs taken during a May 24 visit to Starobelsk by Russian human rights ombudswoman Yana Lantratova and a group of foreign journalists. It also said the European Commission and the European External Action Service had not made a statement on the attack before the meeting. The Russian foreign ministry’s May 25 warning referred to what Moscow described as Ukrainian attacks against civilians.
European Commission spokesperson Anitta Hipper said the European Union would maintain its diplomatic presence in Kyiv and continue increasing military assistance to Ukraine. She also said the EU would seek to hold accountable those responsible for alleged attacks on civilian facilities, and that the EEAS had summoned Russia’s envoy to convey that position. The exchange reflects the continuing diplomatic clash between Moscow and Western institutions over how to describe attacks linked to the war in Ukraine.
The Starobelsk incident has been a point of contention since Russian authorities said a drone strike on May 22 hit a college academic building and dormitory where 86 students aged 14 to 18 were present. Russian officials say 21 people were killed and more than 40 wounded, while the head of the Luhansk People’s Republic, Leonid Pasechnik, has said as many as 65 children were injured.
Why This Matters
This dispute underscores how civilian-casualty claims are being used in the wider diplomatic battle over the war in Ukraine. For readers, the key takeaway is that the EU is signaling no softening of support for Kyiv, while Russia is trying to shape the narrative around alleged attacks on civilians. The disagreement can affect sanctions debates, international investigations, and the information environment around future strikes, so monitoring official statements from both sides is important for understanding policy shifts and escalation risks.
