Pentagon Officials Tout AI-Generated Congressional Reports as Efficiency Breakthrough

The US Department of Defense has embraced generative AI to streamline the production of hundreds of congressionally mandated reports on national security topics. Pentagon officials have publicly highlighted the technology's role in accelerating report writing while maintaining quality, marking a significant shift in how the department handles legislative requirements.

Pentagon Chief Technology Officer Emil Michael showcased AI-generated congressional reports as a flagship example of the Department of Defense's AI adoption strategy during a June 12 presentation at the Hudson Institute think tank in Washington, DC. Michael described a specific use case where generative AI tools reduced report-writing time from approximately 200 hours of staff work to just five hours. The Pentagon has made AI tools widely available across all six military branches through its GenAI.mil platform since December 2025, leveraging Google Cloud's Gemini for Government as a core component.

Additional testimony came from Jacob Glassman, deputy assistant secretary of defense for science and technology foundations, who spoke at the Box Federal Summit on April 23. Glassman recounted directing a short-staffed team assigned to produce a congressionally mandated report to use the GenAI.mil platform. According to his account, the team returned a week later with an AI-generated report they described as "the best report we've written in the past five years." However, Glassman did not publicly identify which specific report was generated using the AI system.

The Pentagon's promotion of AI-generated congressional reports reflects a broader strategy to leverage automation for administrative efficiency. While the department emphasizes time savings and quality outcomes, the practice raises questions about congressional oversight and the human review processes applied to AI-generated government documents submitted to lawmakers.
