China Releases White Paper on Global Governance Initiative with Support from 160 Countries

China's State Council Information Office released a comprehensive white paper on Wednesday titled "More Just and Equitable Global Governance: China's Principles, Proposals and Actions," outlining the country's vision for reforming the international governance system. The document calls on all nations to unite and cooperate in building a fairer, more inclusive global governance framework that prioritizes justice and collective action over transactional deal-making.

President Xi Jinping's Global Governance Initiative (GGI), formally proposed in 2025, addresses what the white paper identifies as two pressing questions of the era: what kind of global governance system should be established and how it can be reformed and improved. The initiative has already garnered substantial international support, with nearly 160 countries and international organizations endorsing it, and more than 60 countries joining the Group of Friends of Global Governance since its introduction.

The GGI is grounded in five core concepts: sovereign equality, the international rule of law, multilateralism, a people-centered approach, and concrete action. The white paper emphasizes the UN's central role in global governance, stating that success depends on major countries accepting responsibility and all nations upholding the international system based on the UN Charter and international law. China frames the initiative as a response to contemporary challenges, including the erosion of international rule of law and the need for greater representation of Global South voices.

The white paper stresses that global governance is a common endeavor that bears on the well-being of all humanity, requiring ongoing effort from the international community. It calls on all countries to transform the GGI's vision and blueprint into concrete roadmaps and timelines for joint action, warning that no nation should "look on, hesitate, or slack off." As international understanding of the initiative deepens and participation expands, the white paper suggests the goal of a more just and equitable global governance system will progressively become reality.
