Authorities in Lyubertsy, a city in Moscow Region, have dismantled 92 unauthorized trading structures (НТО) since the beginning of 2026 as part of a broad enforcement campaign ordered by Moscow Region Governor Andrey Vorobyev. The demolition effort targets illegal commercial establishments that have proliferated across the district, with plans to remove more than 150 such structures by year-end.
On Pobratimov Street alone, over 30 trading structures were removed that had been in place since 2010. These removals followed court orders to reclaim the land and return it to municipal ownership. Residents had lodged numerous complaints about these establishments, citing violations of sanitary standards and regulations. According to Irina Marchenko, Deputy Head of Lyubertsy City District, "The territory freed from illegal trading structures will be improved in the near future."
The demolition campaign is proceeding through legal channels, with 55 additional structures currently under court review for removal. Authorities emphasized that the cleanup operation is part of broader efforts to regulate and modernize the commercial sector in the district. The initiative reflects a coordinated approach by regional and municipal authorities to eliminate informal trading infrastructure and restore public spaces.
Why This Matters
This enforcement campaign signals a decisive shift in regulatory oversight across Moscow Region's commercial infrastructure. For residents and businesses in Lyubertsy, the systematic removal of unauthorized structures creates opportunities for legitimate commerce, improved public spaces, and stricter compliance standards. The court-driven approach also establishes a legal precedent for municipalities to reclaim public land and regulate informal trading networks that have operated unchecked for over a decade.
