G7 Summit in Évian Concludes with Strong Ukraine Support, Middle East Deal Framework, and China Concerns

Leaders of the world's seven richest economies, along with partner nations, gathered in Évian-les-Bains, France, for a three-day summit focused on Ukraine, Middle East stability, and global economic challenges. The meeting was marked by an overarching theme of "convergence," with diplomats expressing relief that discussions proceeded more smoothly than previous summits, notably due to U.S. President Donald Trump's cooperative stance.

Ukraine emerged as a major beneficiary of the summit. G7 leaders pledged to accelerate deliveries of air defense systems, provide additional support for energy infrastructure, and strengthen sanctions against Russia. A significant development was the leaders' statement that they were "ready to consider" granting Ukraine licenses for military production—particularly for U.S.-made Patriot anti-ballistic systems critical for defending against Russian bombardment. While Trump indicated he would "take a look" at the proposal rather than fully endorsing it, this represented progress from his earlier categorical rejection. Under the memorandum of understanding, Iran would commit to never acquiring nuclear weapons and reopening the Strait of Hormuz toll-free, in exchange for sanctions relief and unfrozen assets. Western leaders welcomed the framework more enthusiastically than Trump's domestic allies, viewing it as a path to restoring energy market stability. In notable comments, Trump suggested Israel could improve its approach against Hezbollah and called for restraint in southern Lebanon, even proposing Syria might be more effective at dismantling Iranian proxy networks while reducing civilian casualties.

China emerged as an implicit focus despite its absence from the summit. G7 discussions on "promoting balanced, shared and sustainable economic growth" contained diplomatic references to concerns about Beijing's state-led, subsidy-intensive economic model. The joint statement called for "coordinated action to reduce growing and persistent global imbalances" and urged "countries with large and persistent external surpluses" to strengthen domestic growth sources and avoid "distortive policies with negative spill overs." However, specific measures to address these imbalances were not detailed, suggesting G7 allies would pursue individual approaches.
