Spain's Transport Minister Resigns After Second Deadly Train Crash in Year

Spain's Transport Minister Óscar Puente announced his resignation on November 3, six days after a high-speed train collision near Urda, Toledo province, killed 69 people and injured more than 200. The crash occurred when a Renfe train struck a stationary Iryo train on October 28 after a signalling system failure allowed the moving train to proceed despite a red signal and the presence of the stopped train ahead. Puente cited the severity and frequency of rail accidents as his reason for stepping down, stating that "a transport minister in a country like Spain cannot remain in office after two accidents of this severity in less than a year."

Puente's resignation came in the context of a second major rail disaster on the same Madrid-Andalusia high-speed corridor in less than one year. An earlier collision in Adamuz in January had killed 46 people. Both accidents raised widespread scrutiny of Spain's railway safety management and system reliability. Opposition parties, transport unions, and some government allies had called for Puente's resignation following the October 28 crash. Before announcing his resignation, Puente had initially resisted stepping down but changed course after delivering evidence to Congress on the disaster and outlining new safety measures.

Prime Minister Pedro Sánchez announced that First Deputy Prime Minister Carlos Cuerpo would assume the transport portfolio in addition to his current role as economy minister, rather than appointing a new transport minister. This decision reflected the timing of Spain's snap general election scheduled for November 29. Sánchez praised Puente's decision to resign, describing it as an act of "dignity" and "respect for the victims." Puente also withdrew from candidacy in the general election, stepping down as the lead Socialist candidate for Valladolid.

The government announced several safety measures in response to the crashes, including temporary reduction of train service between Madrid and Seville pending system review, acceleration of the delayed rollout of the European Rail Traffic Management System (ERTMS), and implementation of new protocols requiring double confirmation from control centre operators when automatic safety systems are disabled. The October 28 accident investigation identified a combination of computer and human errors, with leaked audio recordings revealing that a control centre operator authorized the Renfe train to proceed despite the stationary train on the track ahead. Critics have pointed to insufficient maintenance investment since the rail network's 2021 liberalization, which ended Renfe's monopoly.
