The Central Java Provincial Government received an award from Indonesia's Corruption Eradication Commission (KPK) for its E-Learning Integrity Program for state apparatus (ASN) during a national launch event held at the State Administration Institute (LAN) in Jakarta on June 17, 2026. KPK Chairman Setyo Budiyanto presented the award certificate to Central Java Governor Ahmad Luthfi, recognizing the province's exceptional achievement in the pilot program.
The program significantly exceeded expectations, with 7,245 state apparatus members completing the e-learning course compared to the KPK's initial target of 2,500 participants, representing 289.8% of the target. The pilot initiative was implemented across 12 ministries and regional governments nationwide, reaching a total of 55,493 state apparatus members. Governor Luthfi emphasized that the program's importance lies in strengthening the integrity of state apparatus in corruption prevention efforts, noting that Central Java has approximately 47,000 ASN personnel who require solid integrity to achieve good governance and clean administration.
According to Uswatun Hasanah, Head of the Regional Human Resources Development Agency (BPSDMD), the high demand for the program initially caused technical challenges including server migration issues and slow login processes that hindered optimal access to learning materials. The agency has since implemented improvements including server infrastructure strengthening, migration to virtual private servers, content optimization, and more proportional batch enrollment management. The province plans to continue expanding the program in additional batches of 3,000 participants each to eventually cover all 47,000-49,000 state apparatus members.
KPK Chairman Budiyanto praised the participating institutions for exceeding targets and framed the initiative as a national movement for integrity learning rather than solely a KPK initiative. With approximately 6.7 million state apparatus members across Indonesia, the e-learning program represents a powerful instrument for nationwide integrity education, using rigorously vetted modules developed and reviewed by multiple stakeholders to ensure comprehensive anti-corruption training.
Why This Matters
This award recognizes a scalable anti-corruption training model that can reach Indonesia's 6.7 million state apparatus members. For readers, it demonstrates that integrity education—when deployed through accessible digital platforms—significantly exceeds enrollment expectations, offering a replicable template for institutional reform. Central Java's success signals policymakers and agencies that e-learning removes traditional barriers to compliance training and can be optimized through infrastructure investment to drive nationwide governance improvements.
