FSB detains two men planning drone attack on Moscow air defense
Russia's FSB detained two South Caucasus nationals on October 26, accusing them of preparing a drone attack on Moscow's air defense system and electrical facility under orders from Ukraine's SBU. The suspects were arrested during preparations, with drones and explosive components recovered from hidden caches in western Russia.
Quick Facts
- Detention of two suspects accused of preparing drone attack
- Retrieval of FPV drones from hidden caches
- Retrieval of improvised explosive device components
- Assembly and preparation of strike-capable drones
- Opening of criminal case under Article 205.4 Russian Criminal Code

Russia's Federal Security Service (FSB) announced on October 26 that it had detained two men from the South Caucasus, born in 1991 and 1998, accused of preparing a coordinated drone attack on a key component of Moscow's air defense system and an electrical power facility. According to the FSB, the suspects were acting under instructions from Ukraine's Security Service (SBU).
The FSB stated that one suspect was recruited by an SBU officer in exchange for a promised monetary reward and subsequently enlisted an acquaintance to assist. The two men retrieved FPV (first-person view) drones and components for improvised explosive devices from hidden caches in the Smolensk and Kaluga regions of western Russia. They were tasked with assembling the strike-capable drones, transporting them to a launch site in the Moscow Region, and activating them before flight, with remote control intended to occur from Ukrainian territory.
The suspects were apprehended during the preparation phase, before any attack could be launched. The FSB released video footage showing the drones, both disassembled and assembled, communication devices, and assembly instructions used by the agents. A court ordered both individuals held in custody. The FSB's Investigative Department opened a criminal case under Part 2 of Article 205.4 of the Russian Criminal Code, which addresses participation in a terrorist organization.
The FSB stated it is conducting investigative and operational measures to establish the full circumstances of the alleged activities and identify possible accomplices. The agency warned that Ukrainian intelligence services were seeking to recruit civilians for activities intended to harm Russia, and that anyone assisting what it described as the adversary would be identified and held accountable.

Why This Matters
Russia's FSB reported the pre-attack detention of two individuals accused of planning coordinated drone strikes on Moscow's air defense infrastructure and electrical facilities. The agency claims Ukraine's SBU directed the operation and provided material support. Both suspects remain in custody; a criminal case has been opened under Russian anti-terrorism statutes. The incident reflects reported cross-border recruitment and drone-capability deployments in the ongoing Russia-Ukraine conflict, with potential implications for military infrastructure security and bilateral allegations of intelligence operations.
