Indonesia Withdraws 25 Fortified Rice Brands Over Non-Compliance
Indonesia's Agriculture Ministry ordered the withdrawal of 25 fortified rice brands on September 15, 2026, after lab tests confirmed they failed to meet declared nutritional standards. The ministry cited massive price markups (Rp25,000–Rp57,000 per kilogram versus Rp13,500 fair price) and potential consumer losses of Rp89 trillion, and announced license revocations and criminal prosecution.

Indonesia's Agriculture Minister Andi Amran Sulaiman announced on September 15, 2026, that 25 fortified rice brands were ordered removed from the market after laboratory tests confirmed they did not meet declared nutritional standards. The government tested 27 brands through four certified laboratories—IPB University, BRMP, Saraswanti Indo Genetech, and Eurofins Angler Biochemlab—and found 25 non-compliant with Indonesian National Standards (SNI 9314:2024 for fortification kernels and SNI 9372:2025 for fortified rice).
The affected brands include Idola Fortifikasi, Topi Koki series, Anak Raja series, Rasvit, FS Nutri Rice, Pelikan, and Wellfarm Beras Diabetes, among others. Prices for these products ranged from Rp25,000 to Rp57,000 per kilogram, far exceeding the government's estimated fair price of Rp13,500 per kilogram—a markup averaging Rp22,000 per kilogram. Deputy Law Minister Edward Omar Sharif Hiariej stated the price disparity constitutes consumer fraud, as shoppers paid premium prices for products with unsubstantiated nutritional claims, potentially causing total consumer losses of Rp89 trillion.
Fortified rice is ordinary rice enhanced with micronutrients—typically iron, folic acid, vitamin B1, B3, B6, or zinc—added during processing to address nutritional deficiencies. The fortification kernel technique involves mixing specially treated rice grains containing added vitamins and minerals with regular rice at specific ratios. The products are difficult to distinguish visually from standard rice, requiring laboratory analysis to verify claimed nutrient content.
The government has ordered immediate product withdrawal, license revocation, and criminal prosecution of manufacturers under consumer protection law and the criminal code. The action occurs amid a broader rice shortage in modern retail outlets, where premium rice has become scarce for several months. The removal of 25 fortified rice brands exacerbates supply constraints, potentially limiting consumer choice in modern retail channels to medium-grade government rice and specialty non-fortified varieties priced above the withdrawn fortified options.
Agricultural analysts warn the withdrawal risks deepening a retail supply crisis while complicating producers' attempts to offset rising paddy costs through premium fortified rice sales.

Why This Matters
A recall of 25 fortified rice brands removes a significant portion of Indonesia's premium rice supply from retail shelves. Consumers face immediate price uncertainty and limited product choice in modern retail channels; manufacturers lose sales and face potential license revocation and criminal prosecution. The removal exacerbates an existing retail rice shortage that has persisted for months, constraining supply-chain capacity and potentially raising input costs for food producers dependent on fortified rice ingredients. Government standards compliance and product transparency are now subjects of heightened enforcement and public scrutiny.
