The Indonesian government has launched an e-learning program titled ASN Berintegritas (Integrity Civil Servants) to reinforce a culture of integrity among state civil apparatus (ASN) in carrying out duties and public services. The digital-based anti-corruption training initiative aims to equip civil servants with moral understanding, the ability to refuse gratification, and knowledge of clean bureaucratic governance practices.
The program was initiated by the Corruption Eradication Commission (KPK) in collaboration with the Ministry of State Apparatus Empowerment and Bureaucratic Reform (PANRB), the State Administration Institute (LAN), and the State Personnel Agency (BKN). The program was officially launched on June 17, 2026, at the LAN office in Jakarta. Minister of PANRB Rini Widyantini emphasized that civil service integrity cannot be built instantly, but requires a continuous learning process integrated into professional development.
Minister Rini outlined five strategic pillars for strengthening ASN integrity. The first pillar establishes integrity as a core element of national bureaucratic reform, with anti-corruption values embedded in government business process simplification. The second pillar focuses on building a professional work culture aligned with the BerAKHLAK core values, replacing a culture of being served with a culture of clean service free from gratification. The third pillar integrates integrity learning into ASN competency development systems, with completion certificates convertible into learning hours recognized by the national system.
The fourth pillar addresses equitable access to digital learning across government institutions. The ministry has established Smart ASN, a unified national integrated system, to provide learning management infrastructure to regional governments lacking adequate digital learning facilities. The fifth pillar involves national policy support through ministerial circulars requiring participation from all government institutions, with monitoring conducted through the KPK's INDATA dashboard.
Pilot testing was previously conducted across 12 institutional partners, where 62,750 civil servants completed the program against an initial target of 56,788, exceeding expectations. Minister Rini stressed that bureaucratic reform extends beyond regulatory accumulation, emphasizing that civil service integrity must be reflected in clean public services free from unofficial charges, with no room for high-performing officials lacking integrity.
