Colombia has entered the final phase of the presidential runoff ballot count, with conservative outsider Abelardo de la Espriella holding a lead of nearly 251,000 votes over progressive candidate Iván Cepeda, according to the preliminary vote tally. The final national scrutiny, conducted by the National Electoral Council (CNE), began Tuesday in Bogotá to consolidate electoral records and resolve any claims. Preliminary results from the Registrar's Office show de la Espriella with 49.66% of the vote and Cepeda with 48.70%, a margin of about one percentage point.
However, the outcome has been contested. Cepeda, along with outgoing President Gustavo Petro, has alleged irregularities in the voting process, including vote-buying and pressure on voters, and has requested a recount of votes from over 30,000 polling stations. The campaign has also unsuccessfully sought a recount of overseas Colombian votes. Petro, who has publicly questioned the vote-counting software, has added to the uncertainty surrounding the election.
In response, an independent European Union election observation mission deployed 150 observers during both the first-round and the runoff. On Tuesday, mission chief Esteban González Pons stated that the EU observers had not observed any irregularities in the vote-counting process and confirmed that Colombian legislation was followed. González Pons expressed surprise that the president was denouncing irregularities that the candidates themselves had not raised, noting that Petro is not a candidate in this election. The EU mission is also monitoring the ongoing recount process and will issue a final report in September.
De la Espriella, who has already declared victory, has called on Cepeda and Petro to recognize the results. He has been recognized as president-elect by several international leaders, including U.S. President Donald Trump, Argentine President Javier Milei, and Panamanian President José Raúl Mulino. On Tuesday, de la Espriella announced he is working on forming his cabinet ahead of the presidential inauguration scheduled for August 7. The election saw a historic turnout of more than 26 million voters, with over 426,000 choosing a "no-name" option and about 29,000 casting blank ballots.
