Investigation Concludes Henan Massage Parlor Fire That Killed Six Was Preventable; 14 Officials Held Accountable

On June 18, 2026, Henan Province's Emergency Management Department released the official investigation report into a fatal fire at Lanfeng Massage Parlor in Sanmenxia's Lingbao district on May 2, 2026. The fire killed six people and caused direct economic losses of 8.137 million yuan. The incident occurred at the ground-floor prayer altar area, where an unextinguished votive candle ignited plastic components and nearby combustible materials including flammable decorative wall and ceiling materials, causing the fire to spread rapidly.

The investigation classified the incident as a responsibility accident resulting from multiple systemic failures. The massage parlor's operator failed to fulfill basic safety responsibilities, including not conducting required fire patrols and leaving the fire control room unmanned, preventing timely detection and response to the emergency. Contributing factors included violations of operational regulations and inadequate oversight by local government bodies and relevant departments. The establishment, which had been operating for less than six months, was operating 24 hours daily at the time of the incident.

Criminal liability was established for five individuals from Lanfeng Massage Parlor and Jinxiangsheng Property Management Company, who have been taken into compulsory measures by judicial authorities. Administrative penalties were imposed on both organizations for their violations and regulatory breaches. The investigation team conducted a provincial-level review to identify all contributing factors across organizational and governmental levels.

Disciplinary action was taken against 14 public officials found to have dereliction of duty. These included the Lingbao City Party Secretary Song Sukuai, who received a demand for self-correction; City Mayor Liu Xiaowang, who received criticism and education; and various officials from municipal departments, fire rescue services, police, and construction authorities who received Party discipline measures ranging from warnings to recommended dismissals. The Lingbao municipal government was ordered to submit written self-criticism to Sanmenxia authorities, and Sanmenxia was similarly directed to report to provincial leadership, underscoring the serious nature of governance failures in fire prevention and building safety oversight.
