The Japanese government will introduce a new system on June 23 allowing small businesses such as construction firms and auto repair shops to purchase solvents (thinners) directly from manufacturers, bypassing traditional wholesale distributors. Economy, Trade and Industry Minister Akazawa Ryosuke announced the measure during a press conference after a Cabinet meeting on June 19, citing ongoing supply disruptions caused by heightened tensions in the Middle East.
Under the system, which leverages the logistics networks of online retail companies, interested businesses will submit their required quantities to the Ministry of Land, Infrastructure, Transport and Tourism. The Ministry of Economy, Trade and Industry will then relay order information to the online retailer and manufacturers, who will deliver the products through logistics warehouses operated by the e-commerce company.
Akazawa expressed hope that the direct purchase mechanism would help curb price increases in the solvent market, stating that the scheme should bring a certain degree of price stabilization. The move follows an earlier directive by Prime Minister Takichi Sanae, who on June 11 instructed relevant ministries to increase the supply of toluene and other raw materials used in paints and solvents, with increased production expected to begin as early as June 18.
The government initiative aims to mitigate the impact of supply chain disruptions and rising costs for essential industrial materials, ensuring that small and medium-sized enterprises continue to have access to necessary supplies without excessive price volatility.
