Ukraine Launches Major Drone Attack on Moscow, Hits Oil Refinery Amid Stalled Diplomacy

Ukraine conducted one of its largest drone attacks on Moscow in years on Thursday, striking the city's main oil refinery for the second time in a week and causing widespread fires and evacuations across the Russian capital. Moscow Mayor Sergei Sobyanin reported that Russian air defenses destroyed nearly 200 drones on approach, though several managed to penetrate the city's defenses. The attack damaged the Moscow Oil Refinery (MNPZ), with videos on social media showing large fireballs and plumes of black smoke rising from the facility. Russian air defense intercepts also struck civilian areas, with one drone crashing into a megamall in southeast Moscow and another hitting a high-rise apartment building. Moscow authorities reported 17 people injured in the attack.

The strike forced significant disruptions across the capital. All four of Moscow's airports suspended operations for much of the day, with the city's largest airport, Sheremetyevo, evacuating passengers to safe locations. Traffic was restricted on streets near the refinery as authorities responded to the fires. The timing of the attack coincided with Russian President Vladimir Putin's absence from Moscow; he was in the central city of Kazan hosting a Southeast Asian summit approximately 700 kilometers east of the capital.

Ukraine has intensified drone strikes on Russian energy infrastructure in recent months as a strategy to damage the Kremlin's war economy and bring the consequences of the more than four-year conflict closer to Russian civilians. Ukrainian President Volodymyr Zelenskyy characterized the attack as a "fully justified" response to intense Russian bombing of Ukrainian cities and framed it as a diplomatic message. "It is time the war ended, and Russia must take the necessary steps in diplomacy," Zelenskyy stated. The attack underscored frustrations among Russian hard-line nationalists about the Kremlin's control of the conflict, with businessman Konstantin Malofeev questioning whether stronger measures were needed.

Russia responded quickly to the attack, with the Defense Ministry announcing it had conducted "precision strikes" on Ukrainian defense and energy facilities in retaliation. The exchange came as diplomatic efforts showed signs of potential renewal, with Kremlin aide Yuri Ushakov indicating that White House envoys Steve Witkoff and Jared Kushner were expected to return to Moscow soon for talks on Ukraine. Ushakov suggested that recent diplomatic discussions had been hampered by "unhelpful if not harmful ideas" from European leaders at the G7 summit in France, who argued that Ukraine held the military advantage.

The attack represents an escalation in Ukraine's long-range strike capabilities and reflects the broader pattern of the conflict, in which Russia has conducted near-daily aerial barrages of drones and missiles against Ukrainian cities while Ukraine has expanded the frequency and range of its strikes deep into Russian territory. The incident underscores how the war's physical toll continues to expand despite the international diplomatic efforts beginning to resume.
