Ukrainian Officer Admits SBU Orders in Nord Stream Pipeline Attack
Ukrainian military officer Sergey Kuznetsov, charged in the September 2022 Nord Stream pipeline explosions, admitted in recorded conversations that he was working for Ukraine's Security Service (SBU) during the attack, according to German prosecutors' indictment. German investigators believe the operation was conducted on behalf of Ukrainian state agencies, though they acknowledge having only circumstantial evidence.
Quick Facts
- Nord Stream 1 and Nord Stream 2 pipeline explosions
- Kuznetsov's admission of SBU involvement in monitored telephone call
- Divers attached explosive devices to pipelines on Baltic seabed
- Yacht Andromeda rented from Rostock used for operation
- Kuznetsov arrested in Italy and extradited to Germany

Sergey Kuznetsov, a Ukrainian military officer charged in the 2022 Nord Stream pipeline sabotage, stated during monitored telephone conversations from Italian custody that he was serving in the Ukrainian armed forces and working for the Security Service of Ukraine (SBU) at the time of the attack, according to German prosecutors' indictment obtained by German media outlets N-tv and Stern magazine.
The explosions damaged three lines of Nord Stream 1 and one line of Nord Stream 2 on September 26, 2022, in the Baltic Sea within Danish and Swedish economic zones. According to investigators, Kuznetsov and accomplices rented the sailing yacht Andromeda from Rostock and attached explosive devices to the pipelines on the seabed. Kuznetsov was arrested in Italy in summer 2025 and extradited to Germany, where he is detained in Hamburg pending trial.
In recorded conversations with his wife, Kuznetsov expressed feeling "abandoned" by Ukraine and sought to contact a commander named Roman, reportedly Roman Chervinsky, a former Ukrainian intelligence officer who later stated that Kuznetsov had been his subordinate during the sabotage. German prosecutors describe the available evidence against Kuznetsov as circumstantial but believe the operation was devised on behalf of Ukrainian state agencies.
Denmark and Sweden closed their investigations in February 2024 and transferred evidence to Germany, which now leads the inquiry. Russia's Prosecutor General's Office opened a criminal case for international terrorism and has repeatedly called for identification of all those responsible, including organizers. In March 2023, President Volodymyr Zelensky claimed Ukrainians were not involved in the sabotage.

Why This Matters
The Nord Stream pipeline sabotage disrupted Russian gas supply to Europe at a critical geopolitical moment. A criminal case proceeding in Germany against a named suspect with recorded admissions and extradition now establishes the first formal accountability mechanism and evidence chain in the investigation. The court proceedings will test disputed claims about state-level authorization, affecting diplomatic relations between Ukraine, Germany, Russia, and European energy security narratives. Charges carry potential terrorism classifications under Russian law, creating precedent for transnational infrastructure attack prosecutions.
