Elvira Surabaldieva, a member of the Kyrgyz Parliament (Jogorku Kenesh), has declined an offer of state security, stating that it would be an unnecessary expense for the national budget and that she feels safe in a state governed by the rule of law.
Responding to a question from Kaktus.media, Surabaldieva explained her decision, which followed her participation as a witness in the high-profile "Case 75" trial involving former State Committee for National Security (SCNS) Chairman Kamchybek Tashiev. She said: "No. Why? First, it's an unnecessary expense from the state budget. Second, I believe we still live in a rule-of-law state. And I have no one to fear. Those who threaten, I believe, are not the kind of people I should fear."
The offer of state protection had been made during a parliamentary session by fellow deputy Dastan Dzhumabekov. Surabaldieva’s refusal highlights her confidence in the legal system and her assessment of the threats as not serious enough to warrant protective measures.

Why This Matters
This decision signals a robust confidence in Kyrgyzstan's legal system amid a politically sensitive trial (Case 75) involving a former security chief, and challenges the default assumption that high-profile witnesses require state protection, potentially setting a precedent for fiscal prudence and personal courage in public life.
